Henry was born in of Oakley Park,Newtown,Montgomeryshire,Wales. Henry's father was George Herbert and his mother was Florentia (Martha) Newton. His paternal grandparents were Richard Herbert Esquire and Florentia Herbert. He had three brothers and two sisters, named Francis, Edward, Folliott, Arabella and Florentia.
