There are many possible birth matches for Herbert on the Wirral, but none for Herbert V. As most have second names, only one or two are possible matches (assuming he is from the Wirral), but are probably too old.
Death Indes gives us another Hervert V Lewis born in Wolverhampton which is a far more likely match. Also, we know there are no Herbert Lweis's in 1911 in Birkenhead, so this also implies an outsider.

General Notes
There is no Herbert Lewis in Birkenhead in 1911 (under 40), so Herbert must be from elsewhere.
In Dad's old phone book, he has a Bert Lewis in Rochester, Kent. Could this be the same person, but if it is he must have seperated from his wife (as she's not mentioned, and also is known to have died in Birkenhead).
Bert and Madge were married in a religious ceremony in September 1940 in Birkenhead.3
