Arthur and Thomas, born 1889 and 1902, were the sons of William Hughes and Alice A Clews, married 1897.
In 1911, Thomas Hughes (8) was living at 106 Cawsey Bank, Harwood.
In 1939, Thomas and Eliza were at 3 Hardy Mill, Turton with two children (the first obscured and Auidrey). Thomas' brother Arthur Hughes was also with them (DOB 30-May-99).
GRO birth records with MMN = CLEWS confirms Arthur and Thomas are brothers.
Thomas and Eliza were married in a religious ceremony in 1932 at St. Paul's (Astley Bridge).3
