Burges was born in 1859.  Burges' father was Shird Riley Baker and his mother was Elvina.  His paternal grandparents were Shird Baker and Elizabeth Betsy Asbell.  He was the youngest of four children.  He had three sisters named Mary Ann, Paulina and Malissa.
