Culbert was born in 1915.  Culbert's father was William Elijah Asbell and his mother was Lilly Mae Crosby.  His paternal grandparents were Elias A. Asbell and Lucretia Ella Caroline Truett.  He is the second of eight children.  He had a brother and six sisters, named William Elijah, A. Aubrey or Aubra, Vesta Mae, Idonia, Myrtle Lee, Gladys and Janet.
