Tax List for VA 1790 shows Charles McKinsey, tax list 1790PersonalB, Pg 28 Fauquier Co., VA.   Tax List for VA 1791 for Westmoreland VA shows Isbell (Elizabeth) Jett in Tax List 1791PersonalA, Pg 5.  with William Storke Jett,  Thomas Jett, Francis Jett, and William Jett.  From "Bins Genealogy, LLC 1790-1800 County Tax Lists - Virginia" on internet. 
These are likely to be the Charles McKinsey and Elizabeth Jett (probable sister of William Storke Jett) whose marriage is recorded in "Virginia Marriages to 1800" at AWTP as on 12/27/1798 in Fauquier Co., VA.

Virginia Marriages to 1800 at AWTP shows marriage of Charles McKinsey and Elizabeth Jett, which I believe at this time to be parents of Douglas Mckinsey.  Further research is in progress to prove or to deny (vjb 6/13/05)
