Ottoway B. was born in 1831 in Kentucky.1 Ottoway B.'s father was John Blackhawk Skaggs and his mother is Mahala Hazel. His paternal grandfather was James Skaggs and his paternal grandmother is Nancy Mayse. He had two brothers and a sister, named James Willis, Stephen S. and Malinda. He died at the age of 31 on September 13th, 1862 in Alabama.1 General Notes
