new born. 8-22-1661, petitioned Governor of Province to grant land on Staten Island. Billiou succeeded in pacifying Indians and he, with assistance of Gov. surveyor, laid out 1st Staten Island town at 'Old Town' near the preasent South Beach. He was a judicial officer of the first court est. 1-28-1664, delegate to Gen. Assem., Manhattan, 4010-1664, app. Lt of Militia 5-14-1669 and was elected Schout and Achepen (sheriff and magistrate) during the Dutch re-occupation.
