Pedro was born in 1909 in Aruba.  Pedro's father was Eustachius Flanegin and his mother was María Marcelina Vrolijk. He had eight brothers and eight sisters, named Juan, Lourens, Jan, Cajus, Domingo, Ciriaco, Teolindo, Mario, Cecilia, Sarafina, Petrona, Christina, Clemance, Maria, Ruperta and Wilhelmina.  He was the seventh youngest of the seventeen children.
