Domingo was born in 1890 in Aruba.  Domingo's father was Eustachius Flanegin and his mother was María Marcelina Vrolijk. He had eight brothers and eight sisters, named Juan, Lourens, Jan, Cajus, Pedro, Ciriaco, Teolindo, Mario, Cecilia, Sarafina, Petrona, Christina, Clemance, Maria, Ruperta and Wilhelmina.  He was the eighth oldest of the seventeen children.
