Clemance was born in 1892 in Aruba.  Clemance's father was Eustachius Flanegin and her mother was María Marcelina Vrolijk. She had nine brothers and seven sisters, named Juan, Lourens, Jan, Cajus, Domingo, Pedro, Ciriaco, Teolindo, Mario, Cecilia, Sarafina, Petrona, Christina, Maria, Ruperta and Wilhelmina.  She was the eighth youngest of the seventeen children.
