Allen was born on December 14th, 1943 in Little Falls Hospital, 3rd Ward. Little Falls NY delivered by Gustav Loewenstein, MD.  Allen's father was Lemuel Joseph Harrington and his mother was Anna Talaba (Harrington).  His paternal grandparents were Lemuel J Herrington and Mary Ann Gallagher (Harrington); his maternal grandparents were Pavel Talaba and Katarina Tragala (Talaba).  He had three sisters.  He was the oldest of the four children.  He died due to a childhood disease, measles/ pneumonia, at the age of 1 on March 19th, 1945.  His burial was on March 21st, 1945.
