Francis was born in 1839 in Warrington.1   Francis' father was James Tomlinson and his mother was Mary.  His paternal grandparents were William Tomlinson and Ann. He had four brothers and two sisters, named George, John, Albert, Peter, Mary? and Elizabeth.  He was the fourth oldest of the seven children.
