Bernard was born in September 1908 in West Derby.1  Bernard's father was Karl (Richard) Alexander Otto R Rueger and his mother was Marie (Merri or Mary) Frederica Westpfahl.  His maternal grandparents were Christian Friederich Westpfahl and Anna (Catharina) Soffeia Dunkacke. He had a brother and two sisters, named Ronald, Wilma and Alma.  He was the oldest of the four children.
