Francis' father was Francis Henry Morgan and his mother was Hannah Pollard. His paternal grandparents were Samuel Morgan and Martha Holt. He had a brother and two sisters, named William, Martha and Charlotte. He was the second youngest of the four children.

General Notes
- Francis has his age recorded incorectly in the 1891 census. There was another Francis Morgan of the correct age in an institution for seamen.
