Joseph's father was Henry Doxey and his mother was Mary Ann Dooley. His paternal grandparents were John Doxey and Sarah Worthington; his maternal grandparents were William Dooley and Mary Beck. He had two brothers and four sisters, named Frank, John, Sarah, Hannah, Clara and Florence. He was the fourth oldest of the seven children. He had a half-brother named Walter.
