Pheobe was born in 1846 in Darwen. Pheobe's father was Oliver Bury and her mother was Phoebe Almond. She had three brothers and four sisters, named James, Oliver, John, Betty, Susannah, Mary and Martha.  She was the second youngest of the eight children.
