William was born on January 2nd, 1883 in Jefferson County, Indiana, USA.1   William's father was Lewis Melvin "Melville" McCartney and his mother was Angeletta "Anna " Owens.  His paternal grandparents were William McKay McCartney and Mary Ann "Polly" Law; his maternal grandparents are George W. Owens and Nancy Jane Monroe. He had three brothers named Harry Lee, Henry "Hugh" and Roy Murrow.  He was the oldest of the four children.  He died at the age of 71 on July 28th, 1954 in Marion, Grant, Indiana, USA.  He was buried in Marion National Cemetery.2 3
