William Charles was born in 1897. William Charles' father was Thomas Fraunceis Moore and his mother was Anne Wrightson Leach. His paternal grandparents were Thomas Webber Moore and Louisa Matilda Percy; his maternal grandparents were Thomas Askew Leach and Emma Joynes. He had seven brothers and three sisters, named "Edwin" Thomas Edwin, His Honour Judge James, Stanley Claude, Richard James, Alfred, Walter John, Arthur, Edith Alice, Louisa Emma and Annie Mary. He died at the age of 26 on April 3rd, 1923. He was buried in Elmhurst Cemetary, Victoria, Australia.
