Charles was born in January 1796 in Mangotsfield, Gloucestershire, England.  Charles' father was Joseph Purnell and his mother was Dinah (Puxton) Puckstone.  His maternal grandparents were William (Puxton) Puckstone and Hannah Unknown. He had three brothers and four sisters, named William, John, Joseph, Sarah, Hannah, Elizabeth and Elizabeth.  He was the seventh oldest of the eight children.
