    OWENS, BERNARD, 62, of New Port Richey, died Sunday (Aug. 4, 1996) at home. Born in New York City, he came here 16 years ago from Rockland County, N.Y. He was a retired New York City police officer and was a special investigator for the Florida attorney general's office, New Port Richey. He was a member of St. Thomas Aquinas Catholic Church, New Port Richey, Moose Lodge 1429, Tarpon Springs, the Rockland County Shields, New York, the Fraternal Order of Police and the Patrolman's Benevolent Association. Survivors include his wife, Joan; a son, James, New Port Richey; three daughters, Bernadette Hudson, North Augusta, S.C., Debra Owens, Brooksville, and Joan Kelli Pieniak, New Port Richey; a sister, Mary Novotny, New City, N.Y.; and seven grandchildren.
