William was born on July 16th, 1892 at 6 Michley Rd Tottenham.¹ William's father was Joseph Spillman (b Bethnal Green bur MN 51 Rippleside) and his mother was Alice Rebecca Mason (b Shoreditch Bur MN 51 Rippleside). His paternal grandparents were Joseph Spillman (Rope Maker) and Hannah Richardson; his maternal grandfather was George Mason (Tobacca Stripper) and his maternal grandmother is <Unknown>. He had four brothers and a sister, named Joseph, George, John, James and Alice. He was the second youngest of the six children.

- From 1909 to 1919 William's occupation was Soldier full time in public administration for Army, in Various.²
  - Occupation Notes
    - Joined Army 1909 as a regular soldier (to get away from his father). Basic training Woolwich then Salisbury Plain and then was shipped to India. Fourt the Pathans (now called the PUshtans) up the Kyber Pass and into Afghanistan. Early 1914 his battalion was put on boat back to UK but it dropped them off at Marseilles. They march up through France for something like 10 day with full pack. They entrained, ended up at a small mining village in Belgium called Mons. Where a big battle was fought. He was in the trenches except for a short period when he was wounded and finished the war in German during the final advance. Demobbed in Mid 1919
