Parnel was born on March 27th, 1758 in Barking Essex and her christening took place on April 9th, 1758 at St Margaret's Church Barking.¹ Parnel's father was Richard SIBLEY (Baker) and her mother was Elizabeth Smith. Her paternal grandparents were Henry Sibley (Baker) and Elizabeth. She had three brothers and two sisters, named Richard, Samuel, William, Ann and Mary. She was the second oldest of the six children.
