Hugh's father was Dalrymple Bowman and his mother was Jane Taylor. His maternal grandparents were Andrew Taylor and Ann Scoffield. He had eight brothers and three sisters, named William, Andrew, Robert, George, Helen, David, Dalrymple, Joseph, Janet, Annie and Elizabeth. He was the fourth youngest of the twelve children.
