Raymond Franklin was born on October 10th, 1915 in Morrilton, Conway Co, AR. Raymond Franklin's father was James William Skinner and his mother was Fannie Bell Staggs. His paternal grandparents were Finis Hugh Skinner and Mary L. Cary. He had a brother and a sister, named James Floyd and Mildred Irene.
