Otis Howell

Otis' father was Fred Howell and his mother was Charlotte Skaggs. His maternal grandparents were Isaiah Whitfield Skaggs and Elizabeth F. Johnson. He had four brothers and four sisters, named Austin, Fred, Paul, Walter, Daisy, Mary Catherine, Ruby and Nancy.
