William E was born in 1853 in Barren, Kentucky, United States. William E's father was James Ward Foster and his mother was Susanna Huffman. His paternal grandparents were Bartlett Foster and Susanna Higdon. He had four brothers and two sisters, named Robert Elam, Joseph "Joe " Riley, Joseph A, James H, Martha A and Mary Susanna. He was the second youngest of the seven children. He died at the age of 5 on July 1st, 1858 in Barren, Kentucky, United States.-
