Jane was born in 1851 in Petworth.1  Jane's father was William Tipper and her mother was Jane Steer.  Her maternal grandparents were William Steer and Anne Merriott. She had four brothers named Thomas, Henry, George and Lewis.  She was the third oldest of the five children. She had a half-brother named William.
