Charlotte was born in 1887 in Billingshurst and her baptism took place there on April 10th, 1887.1 2  Charlotte's father was Albert Steer and her mother was Edith.  Her paternal grandparents were George Steer and Charlotte. She had three brothers and four sisters, named George, William, Christopher, Alice, Edith, Catherine and Fanny.  She was the oldest of the eight children.
