William was born in 1872 in Horsham, Sussex and his baptism took place there on June 24th, 1872.1 2  William's father was Stephen Steer and his mother was Mary Balchin. He had two brothers and two sisters, named Henry, John, Mary and Elizabeth.  He was the fourth oldest of the five children.
