William was born in 1867 in Bethnal Green Middlesex.1  William's father was Benjamin John Steer and his mother was Mary Ann.  His paternal grandparents are Benjamin Steer and Elizabeth Dillaway. He had a brother and three sisters, named Benjamin, Mary, Kate and Jane.  He was the third oldest of the five children.
