Lewis was born in 1858 and his baptism took place on April 25th, 1858 in Petworth.1   Lewis' father was William Tipper and his mother was Jane Steer.  His maternal grandparents were William Steer and Anne Merriott. He had three brothers and a sister, named Thomas, Henry, George and Jane.  He was the youngest of the five children. He had a half-brother named William.  He died at the age of 48 in 1906.
