Joseph was born in 1880 in Midhurst, sussex.1  Joseph's father was Thomas Steer and his mother was Harriett Ward. He had four brothers and seven sisters, named George, Thomas, Charlie, Alfred, Kate, Lydia, Bessie, Annie, Lydia, Harty and Bessie.
