Harriet was born in 1859 in Pulborough and her baptism took place there on April 17th, 1859.1 2  Harriet's father was George Steer and her mother was Harriet steer.  Her paternal grandparents were James Steer and Ursula Steyning. She had two brothers and five sisters, named George, William, Fanny, Eliza, Zillah, Rosa and Emily.  She was the oldest of the eight children.
