Frank was born in 1875 in Storrington.1   Frank's father was William Steer and his mother was Sarah.  His paternal grandparents are <Unknown> and Emma steer. He had a brother and four sisters, named Frederick, Fanny, Martha, Emma and Alice.  He was the second oldest of the six children.
