Frank was born in 1871 and his baptism took place on September 24th, 1871 in Pulborough.1   Frank's father was Mark Steer and his mother was Eliza Harwood.  His paternal grandparents were James Steer and Rebecca Miram. He had five brothers and three sisters, named Harry, Frederick, William, Stephen, Alfred, Annie, Jane and Kate.
