Florence was born in 1879 in Chelsea, Middlesex.1  Florence's father was William Steer and her mother was Margaret.  Her paternal grandparents were Thomas Steer and Elizabeth. She had three sisters named Betsy, Mary and Margaret.  She was the youngest of the four children.
