Emmeline was born in 1849 in Fittleworth and her baptism took place there on July 1st, 1849.1 2  Emmeline's father was Richard Steer and her mother was Mary Mitchell.  Her paternal grandparents were Richard Steer and Sarah steer. She had three brothers and two sisters, named Henry, Arthur, Frederick, Fanny and Eliza.  She was the oldest of the six children.
