Emily was born in 1835 in Billingshurst. Emily's father was William Steer and her mother was Emily (Imlen). She had three brothers and seven sisters, named Henry, Maurice, James, Caroline, Mary, Eliza, Ruth, Charlotte, Esther and Mary.  She was the fifth oldest of the eleven children.
