Eli was born in 1855 in Godalming.1  Eli's father was Job Steer and his mother was Sarah Harwood.  His paternal grandparents were Henry Steer and Lydia Etherton. He had four brothers and three sisters, named Edmund, George, Job, Mark, Mary, Alice and Matilda.  He was the sixth oldest of the eight children.
