Charlotte was born in 1847 in Petworth and her baptism took place there on February 7th, 1847.1 2  Charlotte's father was Thomas Steer and her mother was Sarah steer. She had seven brothers and five sisters, named John, David, Frederick, James, Edwin, Jesse, Thomas, Mary, Dinah, Emily, Caroline and Ellen.
