Charlotte was born in 1878 in Petworth.1  Charlotte's father was Henry Steer and her mother was Annie Elizabeth Emery.  Her paternal grandparents were James Steer and Mary; her maternal grandparents are <Unknown> and <Unknown>. She had three brothers and five sisters, named Henry, James, William, Annie, Mary, Fanny, Harriett and Martha.  She was the fifth oldest of the nine children.
