Charlotte was born in 1845 in Petworth and her baptism took place there on July 2nd, 1845.1 2  Charlotte's father was George Steer and her mother was Charlotte Lucas.  Her maternal grandparents were Lucas and Sarah. She had two brothers and four sisters, and also a sibling of unknown gender, named George, James, Sarah, Emily, Fanny, Catherine and Ellen.  She was the fifth oldest of the eight children.
