Caroline was born in 1867 in Gosport, Hampshire.1  Caroline's father was Thomas Steer and her mother was Elizabeth Hannah Samphire.  Her paternal grandparents were James Steer and Ursula Steyning. She had three sisters named Elizabeth, Mary and Adelaide.  She was the third oldest of the four children.
