Arthur was born in 1869 in Norfolk.1  Arthur's father was Edward James Steer and his mother was Harriet.  His paternal grandparents were Thomas Steer and Jane Smith. He had three brothers and a sister, named Robert, Edward, William and Ethel.  He was the oldest of the five children.
