Arthur was born in 1851 and his baptism took place on July 22nd, 1851 in Fittleworth.1  Arthur's father was Richard Steer and his mother was Mary Mitchell.  His paternal grandparents were Richard Steer and Sarah steer. He had two brothers and three sisters, named Henry, Frederick, Fanny, Eliza and Emmeline.  He was the second oldest of the six children.  He died at the age of 1 in 1852.  His burial was on February 28th, 1852 in Fittleworth.1
