Ann was born in 1860 in Wisborough Green, Sussex.1  Ann's father was Charles Steer and her mother was Ann Mariner.  Her paternal grandparents were William Steer and Elizabeth Howick. She had four brothers and four sisters, named Reuben, Mordecai, Daniel, Charles, Catherine, Ruth, Martha and Elisabeth. She had an adopted sister named Alice.
