Albert was born in 1880 in Horsham, Sussex.1  Albert's father was Mordecai Steer and his mother was Matilda Stone.  His paternal grandparents were Charles Steer and Ann Mariner. He had three brothers and a sister, named Charles, Jabez, Mordecai and Matilda.  He was the fourth oldest of the five children.
