Charley was born in 1872 and his baptism took place on March 31st, 1872 in Fittleworth.1  Charley's father was William Steer and his mother was Mary Cobby.  His paternal grandparents were James Steer and Ursula Steyning. He had four brothers and eight sisters, named George, Thomas, William, Felix, Charlotte, Mary, Flora, Elizabeth, Rhoda, Emily, Fanny and Edith.  He was the fifth oldest of the thirteen children.
