William was born in 1862 in Petworth.1  William's father was Edwin Steer and his mother was Mary Ann Spooner.  His paternal grandparents were Thomas Steer and Sarah steer. He had two brothers and five sisters, named Fred, Albert, Elizabeth, Emma, Sarah, Mary and Harriot.  He was the oldest of the eight children.
